Some questions and answers about Fannie Mae and Freddie Mac and their role in the mortgage market:

QUESTION: What are Fannie Mae and Freddie Mac?

ANSWER: Fannie Mae and Freddie Mac are the largest purchasers and insurers of mortgages in the country.

Q: What do their names stand for?

A: Fannie Mae is short for Federal National Mortgage Association and Freddie Mac is short for Federal Home Mortgage Corp.

Q: What do they do?

A: They buy and guarantee mortgages from banks. Some of the mortgage debt bought by Fannie and Freddie is pooled and sold to investors. In this case, Fannie and Freddie essentially act as middlemen between banks and investors. Fannie and Freddie hold or back more than $5 trillion in mortgages, about half of the outstanding mortgage debt in the United States.

Q: Why were they created?

A: To provide low- and middle-income Americans the opportunity to purchase houses with a reasonable interest rate by adding to the available cash banks can loan people. The money they provide is also supposed to help stabilize the mortgage market in times of stress. Fannie Mae was created in 1938 by the government, while Freddie Mac was established in 1970.

Q: So they are owned by the government?

A: No. Both Fannie and Freddie are now publicly owned and their stock traded on the open market.

Q: What problems do they currently face?

A: Over the past year, mortgages have defaulted at a faster rate, and companies have had to take billions of dollars in losses. Fannie and Freddie are required by their government regulator to have a financial cushion - cash or securities to fall back on. With losses rising, that cushion has been dwindling. That has forced them to raise new money during a time where it has been expensive and difficult to do so.

Most of the mortgages Fannie and Freddie insure or own are traditional, prime mortgages that are among the safest in the market. The pair backed very few of the exotic subprime mortgages that have caused the most problems over the past year.

Q: What happens in a government bailout?

A: In a bailout scenario, called a conservatorship, Fannie and Freddie’s regulator - the Office of Federal Housing Enterprise Oversight - would take control of the companies and oversee their operations. Treasury Secretary Henry Paulson says the government wants to keep the companies operating in their current form without a government takeover.

Q: What has the Federal Reserve done to help Fannie and Freddie?

A: Sen. Christopher Dodd, D-Conn., said the Federal Reserve was considering opening up its discount borrowing window to Fannie or Freddie. He cited conversations with Fed Chairman Ben Bernanke and Paulson. But a Fed spokeswoman said the central bank had not talked with Fannie and Freddie about the emergency lending program. The spokeswoman declined to discuss any other options being considered.

Q: Can they fail?

A: If they did, says Brad Neigel, a senior analyst at Aite Group, a financial services research firm, “It would be the collapse of the entire mortgage industry as we know it.” A government takeover would be the last option of choice, Neigel added.

Q: How do Fannie and Freddie’s current problems affect borrowers?

A: If the government were to step in to help the pair, it would likely lead to lower interest rates on mortgages because investors would be assured of repayment, said Dan Green, a certified mortgage planning specialist and author of TheMortgageReports.com. But those declines in rates would probably be offset by an increase in fees, Green added.

Don’t fall victim to these myths….

#1 – Using a Realtor for the purchase of a home will cost me money.

We can assist you in evaluating loans and financing options, or help you find competent home inspectors and home warranty companies. Above all, we offer undivided loyalty and work to protect the Buyer’s interests throughout the transaction. Our goal is always to protect you – the Buyer.

#2 – If I purchase a home without a Realtor the sales price will be lower.

Many buyers think that they will save money by not using a Realtor when they purchase a new home through a home builder – this is absolutely not true. We have had many customers tell us that they believe the builder will give them a better deal if they walk into the sales office unrepresented.

Did you know that many builders offer their sales agents a larger commission percentage if the customer is unrepresented at the time of contract? There are also builders that offer their agents a bonus if they are able to sell the home without giving up the extra money they may be willing to give on the home. The builder’s sales agent is representing their best interest – NOT YOURS!

A real estate agent that knows the area will SAVE YOU MONEY on your new home purchase! Do you know the price that the builder sold the last 5 homes of the floorplan that you are considering purchasing? WE DO! You may think that you’re getting a good deal when it is quite possible that the person that bought the day before you paid much less for the same home.

STOP shopping new homes alone - Call us now!

It never ceases to amaze me of how many people I see out at the builder’s sales offices with no Realtor representation.

They spend many hours searching our website, builder’s websites & anything else that they can do research on when one call/email/visit to our office could have saved them countless hours.

I see them walk into sales office after sales office that either does not have a home large enough for them or may be priced too high for their budget.

I have a hard time trying to understand why buyers would want to do this when someone else is willing to do all the leg work FOR YOU and at NO COST. What compels this type of buyer? We get people that walk into our office that are at all different stages in their home buying process. From the person that has done nothing except walk in to our office – to the person that has been cruising the internet for months on end – and they both say the same thing when they leave our office – “we are so glad that we found you!”

Now I don’t like to toot my own horn – but I have to say that we definitely have something special here in this office! We take a very non-confrontational approach to the home buying process. I don’t know how many times I have heard our customers say that the reason they drove past our office & visited the builders by themselves is because they didn’t want to bother us as they are just starting the home buying process – or they don’t want a Realtor to pressure them into any decisions and the list goes on and on.

Let me just tell you right now that these things are NOT TRUE with us. Stopping by to say hi & begin the information gathering process is not bothering us or wasting our time. All of us in this office are laid back, super friendly & extremely knowledgeable about the home buying process.

City of Maricopa home sales slowing? Barely!

I recently met with a freelance reporter for the New York Times. She was here doing research for an article on the current state of the housing market within the City of Maricopa.

Why did she pick the City of Maricopa? You may not have known this but the City of Maricopa was actually the fastest growing city in the US for a few months in a row back in 2005. As such, we had a huge increase in demand for housing while the supply was really low. This is what I call “Stage One”.

“Stage Two”: Builders continued to build, buyers continued to buy.

“Stage Three”: Market shift consisting of a large overflow of homes on the market including resale homes and new builds.

“Stage Four”: Influx of foreclosures and short sales being put on the market.

So where does “Stage Five” take us? That’s where we are today - In a position where there are more than twice as many homes being put on the market each month than there were back in 2005. This combined with the existing inventory is leading to an overflow of supply with the same amount of demand. YES – the same amount of demand. It’s shocking to some people to hear but comparing month to month data between December 2005 and December 2007, shows there were 7 MORE homes that closed in 2007 and 41 MORE homes that went under contract in 2007.

Want more data? In a comparison between the months of January 2006 and January 2008, there were only 3 less closed homes in 2007 but there were 43 MORE homes that went under contract in 2007.

The sale price compared to list price also has a greater differential meaning that people are negotiating more for their homes instead of simply selling for list price.

All this information shows that there are still approximately an equal number of homes selling in the City of Maricopa today as there were back in 2005 (“Stage One”). The difference is that the number of homes doing on the market is greater, therefore the days on market is greater (triple to quadruple).

I have yet to see the actual article from the Reporter, but I’m hoping she took my facts into consideration when writing about the housing market here in Maricopa. Next time you hear that homes aren’t selling in the City of Maricopa, please feel free to pass that call, email or post to me. I have the data to show they are!

A bit about me…

Before getting into my thoughts on various topics, I thought it may be beneficial to post a bit about me so that you know who you are reading opinions on.

I lived in the Phoenix area for more than eight years. I have always loved being in the State of Arizona but feel more at home within the City of Maricopa than I did even in the suburb of Chicago that I lived in for more than seventeen years. Currently my husband, daughter, son, and mutitude of pets live within Rancho El Dorado, the very first planned community to be built within the Town of Maricopa.

My professional background is diverse but has always focused on Sales and Marketing for one thing or another. I have had my real estate license since 2003 and plan on focusing on real estate, in one facet or another, for the rest of my work career.
